David C. Sweet was born on May 16, 1939. He obtained his Bachelor of Arts degree from the University of Rochester in 1961 and his Master of Arts from the University of North Carolina at Chapel Hill in 1963. Sweet was awarded a Ph. D. from The Ohio State University in 1970. From 1963 to 1970, he was the Regional Economics Division Director of the Battelle Institute in Columbus, Ohio.
